Comrade Lê Thanh Nghị is one of the Party members of the first generations; he lived and worked in the working class. For two times, he was captured by the enemy and was imprisoned in four prisons of imperialists in Hải Phòng, Hỏa Lò, Sơn La, Côn Đảo, but he still showed his temperament as a communist: steadfast and unyielding

The success of the August Revolution, the whole country entered the resistance war against the French. He was assigned many important positions such as: one of the first 5 members of the Tonkin Military Committee, Secretary of the Inter-regional III Party Committee, and Chairman of the Resistance Committee,... whatever missions he was assigned, he also successfully completed them, which both helped to protect and expand the liberated area and actively support the Central Committee in the Việt Bắc inter-zone. His contribution means a lot to the country's victory in the resistance war against the French.

In 1960, he was appointed as Deputy Prime Minister - cum - Head of the Industry Division of the Prime Minister's Palace, Head of the State Basic Construction Committee; he was also responsible for "5th route" - the monetary route, in which he was in charge of the unit B29 whose mission was to mobilize, collect foreign currency aid and assist the South.

Trusted by President Hồ Chí Minh and assigned by the Party and State to be responsible for affairs concerning foreign economic activities, mobilizing socialist countries to provide material support and equipment for People's Resistance. He successfully completed the assigned missions.
