During the Spring 1975 General Offensive and Uprising,
holding the position of Political Commissar of Hồ Chí Minh
campaign, he commanded and greatly contributed to the
victory of the resistance war against the US liberating the
South and unifying the country.
After the August Revolution of 1945, he was sent to work in the Provisional Party Committee in the South and became the Secretary of the Southern Party Committee (1946) and Deputy Director of the Southern Public Security Department (1947).

In 1967, he was assigned by the Party to be the Secretary of the Central Bureau of the Southern Department and the Political Commissar of the Armed Forces for the Liberation of South Vietnam.

In April 1975, the Politburo decided to launch a Campaign called Hồ Chí Minh, to liberate Saigon,
appointing comrade Văn Tiến Dũng as Commander, Comrade Phạm Hùng as Political Commissar of Operation
Command.
On April 8, 1975, the Central Bureau held a meeting attended by officers of the Regional Military
Commission, the B2 Command and the General Staff. At the meeting, Mr. Phạm Hùng affirmed:
“It's time to liberate the South! This is a great joint operation to complete the democratic
national revolution throughout the whole country. Since the Party was founded, this time is
the most glorious moment in history. Previously, Quang Trung fought the invaders, his army
marched quickly, but they would have to be stationed somewhere. Today, the Northern corps
coordinate with forces where they are in the South, so they don't have to stop anywhere and
achieve many great victories.”

Sáng 30/4/1975, khi nghe tin Tổng thống Sài Gòn đề nghị với phía cách mạng ngừng bắn để thương lượng,
Chính ủy Phạm Hùng đã ký và cho phát ngay bức điện hỏa tốc gửi các đơn vị trên chiến trường:
“Địch đang dao động tan rã. Các cánh quân hãy đánh mạnh, tiến nhanh chiếm các mục tiêu đúng quy định.
Hội quân tại Dinh Độc lập ngụy. Địch không còn có gì để thương lượng bàn giao. Chúng phải đầu hàng
vô điều kiện. Tiến lên! Toàn thắng!”
